The South Carolina Commission for the Blind is a state agency created to provide rehabilitation services, adjustment to blindness training, prevention of blindness, independent living services and various other services to blind and severely visually impaired citizens of South Carolina. Services are provided at no charge to customers and contingent upon meeting eligibility based on the legal definition for blindness. The SC Department of Employment and Workforce (SCDEW) is a partner in the Midlands Area, which provides services to residents of Fairfield, Lexington and Richland counties. Specifically, SCDEW provides services to veterans, who are seeking to re-enter the workforce following military service; assists individuals with job matching and job placement, assists employers seeking to hire, aids individuals who have lost their jobs due to the impact of foreign trade and manages the state's unemployment insurance program. The Workforce Center Military Coordinator works with the other partner agencies in the career center to identify prospective applicants for service with the Army National Guard; develops and conducts educational classes that communicate ARNG education, training, and job related benefits to interested applicants; assists all ARNG members returning from deployment with re-employment,; and assists any current ARNG member that is unemployed with finding full time employment. | |||||||||

The South Carolina Vocational Rehabilitation Department serves people who want to work but are hindered from doing so by a physical or mental disability. Information is available at any SCVRD office. When a person with a disability applies for VR services, a team of vocational rehabilitation specialists helps determine eligibility. If VR services could improve that person's prospects of competitive employment, eligibility can be established. Existing records are used in determining eligibility. A VR team helps each new client understand the options available in setting and reaching a vocational goal. SCVRD's informed choice policy makes each client a full partner in the vocational rehabilitation process with access to all the information needed to make necessary decisions. | |||||||||

Family Service Center of SC, in collaboration with the Midlands Workforce Development Board's (MWDB) Older and Younger Youth Programs, helps young adults develop the skills necessary to begin a promising career. The Youth Workforce Investment Act (WIA) Program, Success 4 Life, is a Federally funded Department of Labor program designed to assist individuals seeking the academic and occupational skills training demanded in today's competitive job market. | |||||||||

The University of South Carolina TRIO Programs are dedicated to addressing the needs of those low-income, working-class citizens who are interested in pursuing college degrees. TRIO offers a comprehensive set of services through five different programs, each targeted at a specific group of individuals from the 6th grade through adulthood. Services and activities include academic tutoring, cultural enrichment, financial aid counseling, summer on campus residency programs, admissions counseling, and student mentoring. TRIO works in direct partnership with the university as well as with Richland School Districts One and Two and various community agencies. | |||||||||

The WIA Program, overseen by the Midlands Workforce Development Board (MWDB) and Central Midlands Council of Governments, and in collaboration with the Family Service Center of SC and Fairfield County, assists unemployed or underemployed workers with obtaining employment and skills associated with seeking and obtaining employment. It also provides assistance to qualified enrollees with Federally-funded training to enhance their marketability in the workforce. Workforce Consultants within this WIA Program provide intensive services to clients including one-on-one career guidance and consultation, resume and cover letter development, job searching, and more. Consultants also provide assistance with Rapid Response events to help recently dislocated workers with re-entering the workforce. | |||||||||
